15/4/11 PRU10-SIGNAL FOR THE EMERGENCE OF THE SECOND GENERATION

Last two weeks, I have been writing too much from a political view. Definitely politic is not my sphere of responsibility, but as I admitted to the Chief Minister, my immediate big boss, when I first see him prior to take up my present post: "I need to have interest in politic, to be able to understand the prevailing Government policies, and thus taking all steps to make those policies workable. But I must remain politically neutral".

(2) These next couple of articles, I would like to put some critiques over our State Administrative initiative gaps that had created a glitch in the past State Election (PRU10). I used the word glitch to connote the upsurge of the Opposition inroad into the State Legislative Council (DUN) as not to be too panic with the result, but not to mean, it should be taken for granted.

(3) Firstly let us look at the election result from a different perspective. We had listened from many quarters that our population had changed, but less had really come to the grapsed of what that change really mean. I want to attract readers to the aspect of demographic change especially from the mindset progression.

(4) In the past State PRU10, the Government still enjoyed the overwhelming (53 out of the 55 seats won) support of the rural population. I would say, the Government continue to sustain winning 'big' in the rural areas was due to the promises and expectation of a better development. Due to their desparate need for development, the rural folks, continue to believe that only the Government could bring development to their door steps. Only the Government can and must bring development to the people. The nature of the present rural population demography: elder population, less educated, living on basic; enable the governing political parties to exploit such a conservative belief. They are basically sincere for their ignorance of the true democracy and good governance principle. Their leadership loyalty is purely measured by their fear to change from their present 'complacent thought'. I termed this group of population as the Traditional Generation.

(5) Historically, this Traditional Generation are easily lured to believe that only the governing political parties could bring them good. Pork Barrel strategies had been well deployed for quick fix in areas where glitch of support are expected. This Traditional Generation group are always and being heavily doctrinated with the idea that the non-governing parties are mere talkers and have no track record of their good deed. Such claims are strongly re-enforced with the druming and constant potrayal of the non-performance of the existing State Government that are ruled by these 'Left' wing parties. Worst, when threatening policies and bad characters of the 'Left' wing parties are being exert for the daily consumption of the Group.

(6) Rural lives are normally less pressing. Despite lacking in many things, the rural people have options to meet their need gaps. Say, if they have no money to buy vegetables, they could just harvest all those natural plants as vegetables: midin, kangkung, pakis, etc. They can have wells and streams as source of water. Basically, their cost of living could be offset by lots of natural alternatives available in the Kampungs. Thus, they can have a much 'patience' attitude over many matters. They can accept delays in many thing that they need as long as they are being assured of the deliveries. They have high tolerance on 'delayment'.

(7) On the other hand, there is an emerging believes that whoever run the Government, doesn't matter who they are, be it the Right or Left wing parties, if they are given the chance, they would also be able and must bring the needed development. Currently the number of this believers are still out numbered, but I believe soon they would be able to gain greater influence, as more and more matured, retired and well experienced people are coming back to the villages. The number of the much educated youngs are also uprising fast. Worst these group of people, alot of them believe that their education effort had not been well compensated. These are 'potent disgrunted' population that are easily could be exploited.

(8) The present improved mobility and telecommunication system will further advance the growth of these group. This group of people, I believe would have better understanding of the true spirit of democracy and good governance. These are the emerging population that would be looking for merit and credibility as the basis for their choice of leadership and governance. Their loyalty would be directed toward whoever can be trusted to bring them better quality of life. This group of generation, I termed them as the Second Generation.

(9) These Second Generation had breed well in the urban and sub-urban areas. These are the Working Class and Entrepreneurs. These are the much educated and well experienced population. These are the population who are used to the concept of Merit and Credibility. Their understanding of the Concept of Governance is totally different from the Traditional Generation. They basically know what are their rights. They have the believe that it is their right to be properly taken care by the Government doesn't matter what are their ideology. They are able to articulate 'the responsibilities of the State' over the wellbeing of every citizen, they are becaming much aware of their Citizenship Right, their Constitutional Right.

(10) These are the group who pay taxes and all sort of fees for all sort of services that they needs. Since they are paying taxes and fees, they believe such taxes and fees must be properly spend for their course. They demand for better services. They are looking for better and advance future. They want better governance and system.

(11) The urban and sub-urban Chinese, Indian and Malays (Kuching, Sibu, Miri, Kuala Lumpur, Ipoh, Penang, etc) and those natives that have served else-where distance from the home (overseas, Johor Bahru, Seremban, Penang, Singapore, etc), which fall under this Second Generation category, had shown their displeasure over the way our Government had been managing things not only at the State PRU10, but as well in the National PRU12.

(12) Our fast improving education system, is the primary foundation for the emergence of this Second Generation. This fact, should not make us, the present leaders and intellectuals to be scared off, worst if we are panic. We must look at this demographic changes as an opportunities and something that should challenge us to be smarter and better.

(13) We should learn on how the West had managed and work along the needs of this Second Generation. Historically, the Muslim of the long past, did experienced the same phenomena; they adjusted well, they became superior then. For us, we must be smart enough to notice and recognise the upsurge of this Second Generation, while keeping ourselve inline with the Traditional Generation. We can't be too stuborn as the present Arab leaders, whome seem to go all out to twarf thses changes, working bloody hard to against such a tidal. Now we could see, they are drown within their own stubborn and stupidity attitude. We can't put our State and Country to such a fate.

(14) In relation to this, I would herefater try to put up some Adminsitrative and Development Management Ideas on how we could swim together safely with the emergence of the Second Generation tide, while keeping the Traditional Generation transforming to better smoothly.
