(In the rural areas, people needs are basic. The basic necessitate for a living. Nonetheless, in the urban and more developed areas, the people necessity goes to the principle of trust and accountability.....)
In the Old days of Dato' Razak Hussein (later Tun), the Country poverty rate stand at almost 75%. In view of the ideological in road of the Communism Ideology among the poor society, he then introduced Bilik Gerakan Negara (BGN) and then replicated to Bilik Gerakan Daerah (BGD) and even Bilik Gerakan Desa (BGD) where every now and then he would get every responsible authorities to brief him on the socio-economic problems faced by the Country and her people. Basically he practiced Management by Walking Around, which reflect his interest to understand the details of the ground situations, making decision based on open discussion and transparent process, with all those related people around him, big and small.
In short I would say he practiced, Open Due Process System in making his decisions, especially those decisions that immediately affect the majority of the people. That's the reason, probably, he is so popular despite had long gone. Probably, not many people ever thought of such an Openness System that he practiced, that make his clean and honest image prevails till this day.
(2) Today the new generation, who formed the majority of the Country population, and as the normal Asian culture, they begin to read less news papers (and other media), they don't like Papers which are too bias of either side, especially the so called Prime Papers which portraying nothing but the 'Good Images of the Government' while 'blasting the Bad Images of the Opposition'. The same goes to the opposition-based Papers. To this generation, those Papers are bias, not telling the truth.
(3) Today Younger Generation, who studied and graduated from all over the World (including domestically), their mind are very different. Not only they want development, they appreciate all those services provided by the Government, but most important, they are also equally concern over how those service are being provided. All these while the Country had been sending lots of students and officials abroad to study and even master the decisions making process, based on various scientific and technical analysis, and yet when they are home, they found, our system seem to die hard with the old way of making decisions. They hate to see or hear all those malpractices in the award of tenders and contracts. They are basically new group of Citizen, who want to practice of what they have learnt. They have seen and learnt the World and they have clear Comparative Mind!
(4)They want greater transparency in how the public services are being handle. Meaning they really want whatever the Government is doing, it must be done along the fair and just basis. All the rationales to a decision making process must be made on a fair and just basis.
(5) These New Young Generation, they are not, to say not Patriotic. They love the Country equally at par with all the other older generations. But their basis of Patriotism is based on Fair and Just struggle. It is fine, for them, certain privileges being awarded to certain groups, but the award must be done with strong, fair and just rationalization. As long as they could see such, they would be happy to accept what the Government are doing.
(6) In order to win over the people support, especially all these young frustrated population, it is important for the Government System must be seen and really be cost-effective and efficient. In such case, true professionalism must be practiced to the highest accord in the way the Government conduct their business. The Policy and the Implementation System must be well synergies. A clear separation of power between Politic and Government Machinery's must be well preserved. The Civil Servant must be given the freedom to exercise their authorities. In order to ensure the System are well preserved and observed, an efficient Monitoring and Evaluation System must be in placed, and there must also be strict enforcement of Carrot and Stick mechanism.
(7) Thus today BN government, I believe has wrongly read and had misunderstood the mind of these younger generation. They want honest and fair Governance. A true Corporate Governance System being practice. They are not anti establishment. They are not anti-nationalism. They are equally good citizen who are concern of their future and the future generation wellbeing.
(8) Yearly, the Government spent billions of Ringgit to school our young people to acquire the best professional knowledge and skills, and now since they had acquired those philosophy and knowledge, what a pity if we deny them, for being as such and want to see such practices are implemented thoroughly.
(9) Is demanding for transparency or name it as Good Governance too difficult to comply, or is there any reason why such demand become too taboo to some (especially for those in power), while seem to be too radical to others (especially among those who demand for it)?
(10) I believe our problem now is firstly, to really define the meaning and scope of transparency and or Good Governance that we want or afford to compromise, and secondly with and probably the way the transparency demand being fought especially when it is associated with political motive.
(11) Why should for those who demand for total transparency, make such fight in such that if there is No Transparency meaning there must be a great Corrupt Practises. Why do we always associate Transparency with Corruption. Why are we not demanding the need for Transparency and or Good Governance to the need to develop and implement water tight Policies, Law and Regulations, and Procedures. Let learn from the practises of countries such Finland, Japanese, German, and some others, did they associate Transparency with Corruption, close examination of their System would revealed that their transparency is achievable through the development of clear Policy, Law and Regulation and Procedures. With such, then they enforce for Total Compliance. Thus I believe, Transparency and Good Governance is wrt good policies, law and regulation, and work procedures development and enforcement.
(12) A demand for Transparency and or Good Governance must never be associated with Corruption. It is a Total Quality Management. A clear Empowerment System. A clear good leadership and or stewardship.
(13) IFF (if and only if) UMNO could reflect that the Government that they lead is practicing Good Governance System, then only I would see the people would again be with UMNO. Thus, UMNO survival lies on UMNO ability to practice Good Governance in all the Systems that it is involved with, if not, UMNO is digging its own grave. That is the New Reality that UMNO must learn to adjust.
(14) Malysian, in fact are watching and expecting the brave and determine move made by Najib-Muhhyidin to transform UMNO into very clean state, and moving Malaysia into a Good Governance; Political and Management system. Najib, you are the boss, as the Chinese saying, rotting snake is because it had the rotten head! The fate of UMNO is in your hand, Najib-Muhhyidin!

Siapa bilang kerajaan menafikan hak new Generation. In fact, yang tue kalau menerima orang muda di dalam pentadbiran selalu kerana mereka anggap senang nak diULAM. Maklum dangkal pengalaman dan ilmu. Tetapi hakikat dan realitinya mampukah fresh graduate yang kebanyakannya hanya banyak teori to verify the works of 20 years Consultant or Contractors or those who have been in the plantation in so many years? Lantas sebab itu adanya struktur Carta Organisasi dan persoalan Superior or Senior dalam pentadbiran. Orang muda bukan menolak orang tua dan orang tua yang sudah berpengalaman seharusnya disatukan dengan orang muda untuk successor plan.
Yeah. kalau dalam organisasi hanya satu suara dan satu fikiran saja yang betul dan orang lain adalah "tidak betul" . Baru nak melontar pendapat sudah disumpah seranah.. I dont think transparency or empowerment itu relevant.
Ohya kalau Toyota mementingkan pekerja.. sebagai aset kepada Pengeluar Automotif No 1 di dunia.. ada yang tak peduli tentang betapa pentingnya pekerja. Well, government or people's money spend for courses and travelings not to retain the workers but to allow them to resign... Why not in Block pun tak kesah.. yalah Pejuang umat katakan.. Esok lusa bukalah peluang untuk orang baru..so that kita boleh rule and regulate them... Yang fresh-fresh tu lagi bagus...tak pedulilah ada ke tak de ke continuation to sustain...yang penting kau resign kau masuk balik I bagi you gaji besar ...??? Satu kenyataan yang perlu difikir..Perkara seperti ini yang perlu diselidik dan perlu ada transparency..
Nampaknya ada pekerja yang irihati nie. Anyway always believe semua apa yang kita dapat adalah rezeki. Buat apa gaji besar jika setiap hari kita dikutuk orang tidak buat kerja. Bukan kah berdosa kita untuk menerima setiap sen yang dibelanjakan untuk membayar gaji kita diatas kesusahan orang lain? Fikirkanlah. Kalau tak puashati dengan apa yang ada sekarang carilah yang lain. Lepas tue tunggulah jika company lama nak offer balik...berani ker nak cuba. Ntah2 terasa diri amat diperlukan company rupa2nya tidak. Bukankah menganiaya diri sendiri. Kerjalah selagi kudrat masih diperlukan. Jangan banyak sangat mengeluh tentang itu dan ini. Bonus keluar tapi gaji tahun ini tidak naik-naik lagi. Itulah nak kejar sangat bonus akhirnya gaji pulak tidak naik-naik. kesian kepada staf-staf yang bergaji kecil. Kenapalah pegawai ini tidak berfikir nasib akan orang-orang yang dibawah ini...mintalah.adios.
Soal iri hati itu tak wujud tetapi soal, menilai. kalau orang yang dah bertahun bekerja dan loyal dengan syarikat tak dipeduli alih-alih ambik orang yang macam gila talak tuh.. rasanya tak adil. Orang-Orang di bawah tuh mintaklah... kenapa nak tunggu pegawai?? Sebab itu selalu dibawah.
Sebab yang perlu meminta itu telah diberikan amanah untuk melaksanakan tanggungjawab tersebut. Takkan nak suruh MA mintak kot naik gaji? Lu fikirlah sendiri. Jangan baru dpt pangkat terus mengatakan sebab itu selalu dibawah...jangan takbur dan bongkak. sebab tidak ada orang dibawah jangan harap lu dapat naik atas. Hati-hati bila berkata-kata nanti lu sendiri yang terkena. Baru dapat elaun 1500 terus lupa. Jangan fikir orang tak kenal sapa yang menulis komen dalam blog ini. Kamu adalah diantara manusia yang harus bersyukur kerana kamu sudah cukup duit untuk hidup. Jangan ingat kamu selalu diatas..(mungkin kamu terasa cukup tinggi berada ditingkat 12 rasanya) Ingatlah keperitan kami berjemur tidak sekali kamu ingati...jangan jadi kacang lupa kulit. Jika kamu tidak bersyukur jangan harap orang semacam kami untuk meredhakan segalanya.
In life, in actual fact, most of the times, we can't understand lots of things. Transparency, doesn't mean all must be see-thru'. There are times, we just manage who and what we are and what we have. Our idealised destiny is not only about today or tomorrow. Sometimes it never come.
